Police responded to a 911 call from the little girl’s uncle. When they arrived they found the dead body of the child covered in bruises and weighing only 15lbs.
A thorough examination of the girl’s body revealed cuts and bruises all over her body in various stages of healing, a 1-inch laceration to her head that exposed her skull, a broken knee and evidence that she had been sexually assaulted.
The parents both deny causing the injuries, although Velazco does admit to punishing her with a belt but only using “measured strength” as to not knock down the child.
During an interview with Cruz, who only speaks Spanish, he denied any knowledge about Alexandra’s other injuries telling investigators to, “ask his wife” and “not knowing the truth” about how they happened.
Cruz did admit that the daughter’s weight loss was concerning and started after she had a fall in the tub.
The same fall, he says, that caused the gaping 1-inch cut to her forehead that exposed her skull.
Cruz claims he was afraid of calling for help because they didn’t want her to be taken away again like she was when she was born with amphetamines in her system in 2011.
She was returned after the completion of a drug treatment program and parenting course.
A search of the home would find a bedroom that Alexandra shared with her 6 year-old brother and her parents.
Alexandra was allegedly locked inside this room behind a door that could only be opened from the outside.
The outside of the door had a padlock with a key hanging too high for the children to be able to reach it.
A paint can was found that police believe the children used as a toilet.There was also mention of a dog collar that Alexandra’s was forced to wear.
According to DCS, there was another investigation of the home in June 2014 alleging neglect of an infant.
The infant was removed from the home and put into foster care at that time. Cruz and Velazco hid the other two children, claiming that they were out of the country.
Carlos T. Cruz and Rosemary Velazco have each been charged with murder and child abuse and are being held on $500,000 bonds.
